Big problem, packets loss for about 1 month.

So for about 1 month I dont have internet. Internet constantly disconnects. 3 techniciens came to my place, they did nothing.I told them it is not a problem from my side its a server/router from belgacom that is not working well. They changed all my wires and stuff.Upload and Download are ok as long as I dont lose connection.

I have identified the problem by tracert command. Please tell me who I need to contact to solve this issue. I need to speak to a good technicien that knows stuff internet related.

[91.183.246.107] This is the problem. I cannot do anything from my side. Anyone has any ideeas? So again my router and cables are ok since tracert shows where is the problem. No one listens to me they just send some technicien to my house that cannot do nothing from my place since the problem is elsewhere.
