Not able to use DATA

Hello customer support
I have opened an account at PROXIMUS of 15 euros with 1.5gb, all was possible, I could do all I want and use data but after I was presented with a 65 euros bill, I start to understand better how the cap system works and I have put a limit for everything. Now I am in Belgium and I am not able to use DATA anymore. Why is that? I can see there is something wrong but I can't figure what is wrong, nor how to solve it. Can you please help me? thank you.
